The City of Brookings operates with the council-manager form of government adopted by a city charter (PDF) in 1999. This government combines the strong political leadership of elected officials, in the form of the City Council, with the professional experience of an appointed City Manager.
Under this government, the Mayor and Council are responsible for making policy decisions for the community. The elected Council hires a City Manager to implement its policies. The City Manager serves at the pleasure of the Council and is responsible for preparing the budget, directing day-to-day operations, hiring and firing personnel and serving as the Council's chief policy advisor. While carrying out the Council's policy decisions, the City Manager must provide vision and leadership to the organization.

The Brookings City Council is a part-time legislative body responsible for the legislative function of the city: reviewing and adopting policies responsive to the community. All of the council members serve at large, which means that each member represents the entire city.

The City of Brookings and the Brookings County offices are in the same building located at 520 3rd Street. All City Council and County Commission meetings take place in the third floor Chambers.
Brookings County
The Brookings County Commission serves as the governing body for Brookings County. The commission is responsible for making policy decisions, overseeing county operations, and representing the interests of the county's residents.
The commission structure in Brookings County consists of five elected commissioners, each representing a specific district within the county. The commissioners are elected to staggered four-year terms, ensuring continuity and accountability within the government.
